Appointment rules for General Boards & Commissions Appointment Sec. 2.50
(Excluding Hutchinson Utilities Commission and HAHC Board)
Sec. 2.5.0 BOARDS AND COMMISSIONS GENERALLY. All Board and Commission appointments authorized by ordinance or resolution shall be made by the Mayor, and such appointment confirmed by the Council. The term of each appointee shall be established and stated at the time of his appointment, and terms of present Board and Commission members may be reestablished and changed so as to give effect to this Section. No Board or Commission member shall be appointed to more than two full consecutive terms or for a period to exceed ten years, whichever is lesser. New appointees shall assume office on the first day of the first month following their appointment and qualification, or on the first day of the first month following the expiration of the prior term and qualification, whichever shall occur last. Provided, however, that all appointees to Board and Commissions shall hold office until their successor is appointed and qualified. All vacancies shall be filled in the same manner as for an expired term, but the appointment shall be only for the unexpired term. All appointed Board and Commission members shall serve without remuneration, but may be reimbursed for out-of-pocket expenses incurred in the performance of their duties when such expenses have been authorized by the Council before they were incurred. The Chairman and the Secretary shall be chosen from and by the Board or Commission membership annually to serve for one year. Provided, however, that no Chairman shall be elected who has not completed at least one year as a member of the Board or Commission. Any Board or Commission member may be removed by a 4/5ths majority vote of the Council for misfeasance, malfeasance or nonfeasance in office and his position filled as any other vacancy. Each Board and Commission shall hold its regular meeting at a time established by it. Except as otherwise provided, this Section shall apply to all Boards and Commissions.

Airport Commission
The Airport Commission meets at the call of the Chairman. All meetings are held at the Airport Lobby. The Commission consists of six members, five of whom shall be residents of the City and serve staggered five year terms and one of whom shall be a member of the City Council. The Commission shall advise the City Council in all matters dealing with the airport and its operations.

City-School-Community Advisory Committee
Responsibilities: The committee will serve an advisory role to both the City Council and the Hutchinson School
District. The committee will focus on the following areas:
• Engage in long-range comprehensive joint facilities planning
• Suggest future public facility priorities
• Identify and suggest ways to maximize shared use of existing and future public facilities
• Identify and suggest financing options that minimize the tax impact of future public facilities.
• Identify and suggest possible collaborative service arrangements.

CreekSide Renewables Advisory Board
Creekside Renewables Advisory Board: The Creekside Renewables Advisory Board meets at 4:30 p.m. on the third Wednesday of each quarter. The Board consists of seven members, one of whom is a City Council Member, whom serve staggered three year terms. The Creekside manager shall serve as an ex officio member. The purpose of the Creekside Renewables Advisory Board shall include but is not limited to: advising the City Council on topics concerning the operation of any city-owned organics processing facility and development for other renewable products to create a self-sustainable community; providing input to City staff and the City Council as to the continued use and environmental-friendly manufacturing of compost and other products that would otherwise be unused waste materials; developing Creekside facility into an energy-sustainable facility that will serve as a model throughout the community; acting as a liaison between the City of Hutchinson and those neighboring any process facility(ies) to address questions or concerns about Creekside’s facility or processing operations.

Economic Development Authority
The EDA Board meets at noon on the fourth Wednesday of the month at City Center. The Board consists of seven commissioners, two of whom must be members of the City Council and five who are members of the Community. Appointments to the EDA are made by the Mayor and approved by the City Council and board members serve staggered six year terms. The EDA works to promote the continued growth and development of the community of Hutchinson, in partnership with the City and the Chamber of Commerce.

Joint Planning Board
The Joint Planning Board typically meets at 5:30 pm on the 3rd Wednesday of the month at the City Center. The Board consists of six members: one representative from each of the following four townships: Acoma, Hassan Valley, Hutchinson, and Lynn. There is also one representative from the City and one from the County. Each Board member is appointed annually by the County Board and may serve a ten year limit. The Joint Planning Board limits barriers while facilitating positive and orderly growth through long range planning. they are proactive with the property owners promoting their involvement while building trust and accountability. The Joint Planning Board shall act in an advisory capacity and all decisions are forwarded to the County Board of commissioners or the Board of Adjustments.

Library Board
The Library Board meets at 4:30 p.m. on the 4th Monday of the month at the Library. The Board consists of seven members all of whom shall be residents of the City and shall serve staggered three year terms. The Library Board shall adopt by-laws and regulations for the government of the library and for the conduct of its business as may be expedient and conformable to law. (MN Statute 134.11)

Parks/Recreation/Community Education Board
The PRCE Board meets at 5:15 p.m. on the first Monday of the month at the City Center. Board members are jointly appointed by the Mayor of Hutchinson and the School Board President. Appointment of the seven members serving at large are for three years. A member can serve no more than two consecutive terms.
There is also a representative appointed from the School Board and City Council.

Planning Commission
The Planning Commission meets at 5:30 p.m. on the third Tuesday of the month at the City Center. The Commission consists of seven members, six of whom shall be residents of the City and serve staggered five year terms; and one City Council member. The Planning Commission shall have all the powers and duties defined or granted in the statutes and the City Code relating to planning, zoning and subdivision regulation and shall act in an advisory capacity to the City Council.

Police Commission
The Police Commission by statute meets at the call of the Chairman. The Commission consists of three members whom shall be residents of the City and serve staggered three year terms. The Commission supervises the hiring, promotion, discharge, and suspension of all officers and employees of the Police Department of the City of Hutchinson and these powers shall extend to and include all members of the Police Department (MN Statute 419.05)

Public Arts Commission
The Public Arts Commission shall be composed of five members, four of whom shall serve staggered three-year terms and one of whom shall be a member of the City Council. The Director of Planning/Zoning/Building and the Director of Parks/Recreation/Community Education shall be ex-officio members. The Commission shall act in an advisory capacity to the City Council for the City and shall make recommendations to the City Council on issues regarding public art within the city limits.

Senior Advisory Board
The Senior Advisory Board meets at 9:30 a.m. on the third Monday of the month at the Senior Center. The Board consists of seven members who serve staggered three year terms. The board shall advise the PRCE Board and staff concerning management and use of the multi-purpose senior center, and shall develop and maintain a management plan which provides opportunity for all senior-related activities to flourish.

Tree Board
The City Tree Board meets at 5:30 p.m. on the last Monday of the month at the City Center. The board consists of five members, four of whom shall be residents of the City and serve staggered three year terms and one of whom shall be a member of the City Council. The city Forester shall serve as an ex officio member. The Board shall study, investigate, counsel, and directly advise in the administration of a written plan for the care, preservation, pruning, planting, replanting, removal or disposition of trees and shrubs in parks, along streets and in other public areas.

| Utilities Commission |
The Hutchinson Utilities Commission meets at 3:00 p.m. on the last Wednesday of the month at the Hutchinson Utilities Office. The commission shall consist of five (5) persons, registered voters of Hutchinson, who shall be appointed by the council. One of the members may be a member of the city council appointed annually by the mayor with the consent of the city council, at the first meeting of the city council in January of each year. After initial appointments for such terms as are set by the council, a member shall be appointed every year for a term of 5 years, to fill the place of the member whose term has expired, except for any city council member appointed to serve on the Utilities Commission, and in such case, that person shall serve a one year term subject to reappointment. No member shall serve more than two consecutive five-year terms, exclusive of the fulfillment of an unexpired term, but shall be again eligible for such service following a break in service of not less than one year.
